It is possible that sample and PPAP charges could have not been charged to customers in the past. This eliminates that risk, and also saves the cost estimator time of having to manually add to the file for low dollar quotes and Engineering Changes (these are the scenarios where we consider Samples & PPAP to not be included in overhead already)
