Describe the unsafe act or unsafe condition observed as well as the behavior observed, including the immediate countermeasures taken

Employee was concerned with having to load material in a hopper where there was oil everywhere on the ladder and not where to grab onto when climbing. He refused to put himself in this unsafe condition.
